As previously reported, the Ontario Parliament has approved legislation that would authorize the Technical Standards and Safety Authority (TSSA) to establish a risk-based path for compliance that would include a facility developing a risk and safety management plan, referred to as "Path 2". GCCA met with TSSA in September to discuss next steps for implementation.

TSSA is planning to base implementation upon the CSA Z767 Process Safety Management standard. Members considering "Path 2" are encouraged to review the slides and the Process Safety Management standard.

TSSA plans to have a first draft of the "Path 2" program by the end of November. The draft will be released for consultation in January 2020 after undergoing internal review by TSSA and the Ministry. Feedback received from stakeholders will be incorporated into the draft guidelines; a final draft is expected to be available by April 2020.
